National Medical Commission (NMC) के Registration of Medical Practitioners and Licence to Practice Medicine Regulations, 2023 में प्रस्तावित नए Draft Amendments को लेकर CPS Doctors ने चिंता जताई है। विवाद का मुख्य मुद्दा College of Physicians and Surgeons (CPS) की postgraduate qualifications की Recognition और उनके Additional Qualifications के रूप में Registration से जुड़ा है। रिपोर्ट के अनुसार, यह मामला 40,000 से अधिक CPS programmes पूरा कर चुके doctors को प्रभावित कर सकता है, जबकि करीब 2,300 CPS students अभी अपने final examinations का इंतजार कर रहे हैं। सरकार की ओर से CPS graduates की Pan-India Recognition पर विचार जारी है और संबंधित मामला Supreme Court में भी लंबित है, जिसकी सुनवाई 20 अगस्त 2026 को संभावित है।
NMC के Draft पर क्यों उठे सवाल?
11 अगस्त 2026 को NMC के Ethics and Medical Registration Board (EMRB) ने Registration of Medical Practitioners and Licence to Practice Medicine Regulations, 2023 में संशोधन के लिए नया Draft जारी किया। इस Draft ने 7 अप्रैल 2026 को जारी किए गए पुराने Draft को वापस लेते हुए कई Regulations में बदलाव प्रस्तावित किए हैं। नए प्रस्ताव में “Additional Qualifications” को ऐसी qualifications के रूप में परिभाषित किया गया है, जो Primary Medical Qualifications के अलावा हों और NMC Act, 2019 के Chapter VI के तहत recognised हों तथा Post Graduate Medical Education Regulations के अनुसार प्राप्त की गई हों। CPS Doctors को आशंका है कि यदि यह framework मौजूदा CPS qualifications का status स्पष्ट किए बिना लागू होता है, तो पहले से qualified CPS specialists के Additional Qualifications के Registration पर असर पड़ सकता है।

40,000+ CPS Doctors की Recognition का मुद्दा
CPS Doctors का कहना है कि हजारों ऐसे doctors अलग-अलग राज्यों में specialists के रूप में practice कर रहे हैं, लेकिन उनकी qualifications की Pan-India Recognition का मुद्दा अभी पूरी तरह हल नहीं हुआ है। Doctors को चिंता है कि NMC यदि existing CPS qualifications की स्थिति स्पष्ट होने से पहले national registration framework को finalise करता है, तो पहले से qualified और practice कर रहे doctors के लिए regulatory uncertainty पैदा हो सकती है। CPS Doctors Association के Treasurer Dr Abhijeet Kumar ने कहा कि NMC और Union Health Ministry को पहले qualified CPS doctors की स्थिति स्पष्ट करनी चाहिए। उन्होंने यह भी मांग की कि Recognition को लेकर स्पष्ट व्यवस्था होने तक ऐसा regulatory framework जारी न किया जाए, जिससे मौजूदा doctors प्रभावित हों।
2,300 Students की Exams भी बनी बड़ी चिंता
Recognition के साथ-साथ CPS Doctors ने करीब 2,300 postgraduate students की pending final examinations का मुद्दा भी उठाया है। रिपोर्ट के मुताबिक, इन students ने अपनी academic training और hospital postings पूरी कर ली हैं, लेकिन specialist qualification के लिए final examinations लंबे समय से लंबित हैं। इन examinations का आयोजन नवंबर 2024 से नहीं हुआ है, जिसके कारण कई students को specialist certificates नहीं मिल सके हैं और वे specialists के रूप में practice नहीं कर पा रहे हैं। इस मुद्दे को लेकर मार्च 2026 में प्रभावित doctors और students ने मुंबई के Azad Maidan में विरोध प्रदर्शन भी किया था।
Supreme Court में भी लंबित है मामला
CPS qualifications का विवाद नया नहीं है। NMC के Postgraduate Medical Education Board (PGMEB) ने 16 अगस्त 2024 को regulatory requirements का पालन नहीं करने के आधार पर CPS द्वारा संचालित courses को derecognise किया था। इसके बाद Bombay High Court में CPS की recognition से संबंधित याचिकाओं पर सुनवाई हुई और मामला Supreme Court तक पहुंचा। 2025 में Supreme Court ने CPS students के भविष्य को लेकर समाधान खोजने के लिए Attorney General की intervention का अनुरोध किया था। बाद में Central Government ने 852 CPS Mumbai students को final examinations पास करने के लिए दो अंतिम अवसर देने पर सहमति जताई थी। अब Pan-India Recognition और नए NMC Registration framework के बीच CPS Doctors की मांग है कि existing qualifications और practising specialists के लिए स्पष्ट राष्ट्रीय समाधान निकाला जाए।
